Первым делом сбросить БИОС на дефолтные настройки, либо через clr_CMOS, либо обесточиванием и выколупыванием батарейки из гнезда секунд на 30-60.

Если не поможет, то попробуйте оставить по одной плашке ОЗУ (одну и другую).

Если и это не поможет, то ищите другой блок питания на проверку вашего ПК.
